Samuel Franco

President and Founder : Infravest Strategies LLC

Samuel Franco has many years of experience in the analysis of projects utilizing established project screening methodologies and procedures to determine if alternative or traditional methods are most appropriate for a project, including Value-for-Money and other relevant analysis procedures. He has helped entities of all sizes understand what makes for a good public-private partnership (P3) so that public sector officials can make the right decision regarding their infrastructure needs based on a solid business case.  

He has spoken at numerous conferences and workshops on the use of public-private partnerships.

Samuel served as the inaugural director of the Center for Alternative Finance and Procurement, a P3 center of excellence for the State of Texas.  Prior to joining the state, he worked for Ferrovial-Agroman US Corp. in their North American operations headquarters, located in Austin, Texas.  While there, he was tasked with overseeing the procurement of multiple billion-dollar projects in various sectors of infrastructure utilizing public-private partnership type contract structures.

Samuel holds both a B.S and M.S. in Civil Engineering from the University of Texas at El Paso.  He lives in Austin, Texas and enjoys running, two-stepping, and rubbing his dogs belly.
